Bank denying payment via self drawn cheque even with sufficient funds

I usually don’t use ATMs to draw cash. I presented a cheque to my bank to draw cash. The cashier denied payment and asked to access ATM to draw cash. Can banks deny payment via self drawn cheque and asking to draw cash through some other banking mode?

No, banks cannot legally refuse payment of a cheque if it is properly drawn and if the balance is sufficient. It will amount to wrongful dishonour under the Negotiable Instruments Act. Make a written complaint to the branch manager concerned and get it acknowledged. If no satisfactory response, you may approach the Banking Ombudsman.
