Can terms of service be changed after enrolled in iaf as a airman?

Airforce have changed its terms of service by changing Airforce instructions.Are they valid for who are already enrolled??
No. Any amendment can not be retrospective in nature. Any changes to the terms can not be one-sided and shall only be applicable upon the new enroll.
