Which court I can appeal against court order

Petitioner is claim 2lakhs against respondent and respondent is counterclaim is 16 lakhs put matter in district court.tender B-1/4 form .then district court gives to order that matter refers to arbitration.then petitioner put matter in high Court,and high Court give order date 07/04/2011 that "statement of claim" put in arbitration and respondent counterclaim continue in district court. In present arbitration is not taken there arbitrator changes 4 times not complete at yet and father was death. So my father not goes to district court with his counterclaim.please give me guidance how can i proceed ? Petitioner claim 2 lakhs with 18percetanges interest from 1997
