Register GPA given in 2018 for development till date not completed

If one of the party not interest or not responding in Arbitration in register GPA, Can rest of the parities proceed for Arbitration. Please suggest it delay almost 10 years. Please help. Thank you in advance.

hi
in any agreement, if the arbitration clauses are imbibed, the aggrieved party can issue arbitration notice to other side and approach the high court for appointment of arbitrator. the court appointed arbitrator will then conduct proceedings and if other party is not forthcoming, the arbitrator can proceed to decide ex parte
