Not give my money for 1 year of potato selling

Repsected sir,
I am a famer from Nalanda district bihar. I sold 4000kg potato to business man.At that time my total price for potato is around ₹70000 . He gave me promised to returned money within 15 days.But after 6 months gone he not give me money.when I asked to pay money then he replied that "I have no money ..when I have money then I pay you" . I know that he has money and not paid to me.
Also he has not business license for buying potato.
Please suggest me retrieved my money as soon as possible by legally.
