I want to all procedure about IPC 407 . Police not takes any action

Some men are beats my mother then I do a FIR and police says that IPC 407 is applicable for criminal. I want to know when is criminal will arrested and when will come order from court? And what is all procedure if police is not working even asking for money and should police have to arrest the criminal when I do a FIR cause Police did not arrested them and says when we get order from court then we will arrest the criminal. Tell me please
Section 407 IPC -Criminal breach of trust by carrier, etc.—Whoever, being entrusted with property as a carrier, wharfinger or warehouse-keeper, commits criminal breach of trust in respect of such property, shall be punished with imprisonment of either descripÂtion for a term which may extend to seven years, and shall also be liable to fine. For any fight etc this section is not required. I don’t understand y the have lodged FIR under this section.
