How to initiate division of property between children without a will

I have two flats (on lease hold basis) at Chandigarh and Noida. While in Chandigarh it is only Society allotment, the one at Noida is having a lease deed with NOIDA authority. I have two sons working in USA on H1B visa. How can I transfer the flat each in the name of my sons - through Will or otherwise - without incurring any expenditure or least expenditure on registration, etc.
You have two option either you can transfer the property through a Gift deed in favour of sons or you can nominate them/ allot them each share in your will.
However, for that you are required to be the sole owner of the property.
