Can a government servant become a trustee in private trust?

Yes, any person above the age of 18 and of sound mind can be trustee in a private trust. You will need to be a party to the trust deed to be appointed as a trustee. The settlor of the trust and the other trustee must consent to this as provided for in the trust deed, if the deed has already been executed. If the trust is yet to be created then you are only requried to be a party to the trust deed. It should be stated in the deed that you will be a trustee and in what capacity.
