Is GST implemented in India?

Is GST implemented in India? If not, what is the process for transporting goods across states to a final consumer, in terms of taxes on the product? Also, if I want to register a seller on a selling platform, what are the documents required form the seller owning all types for businesses?

Goods and Service Tax (GST) was scheduled to be implemented from 1 April 2016 however due to lack of majority in the Rajya Sabha. However, the discussioion is going in the on going winter parliament session.
