Buyer of property deducts 20% TDS and does not deposit with Inc Tax

I sold my property in Bangalore in April 2014, to a highly respected Chartered Accountant. He deducted 20% TDS but did not deposit it with Govt. I used the proceeds to buy another property of equivalent value. I get TDS intimation that no TDS owed. IT says the buyer should pay me my TDS. The buyer is making all kinds of excuses since 2014 to refund my TDS. I reported to ICAI and they cannot do anything they say. What can be done now?

Hello, ICAI would have taken necessary actions against CA, if there were sufficient proof submitted to them. Now, You have only option to go to judiciary to recover the money. But, You need to have certain proof to proceed with that. You may approach Banking/Tax lawyer to take your case forward. You may approach me for more legal advice.
