Quarries auctioned as per new law facing problems for livelihood

Sir, Through this medium I want to inform you that I am in need of urgent suggestion from you. We Andaman Nicobar Stone Quarry Operators with at least 40 member had running quarry since 1978 in basis of First come and First Serve policy.. Now Andaman Administration framed a rule named Andaman Nicobar Minor Mineral Rules 2012. In which quarries were auctioned. Now we are forcefully facing for our livelihood. Presidents Reference No 1 of 2012 is in our favor. Can you help us to reach SCI and advice us? Please.
