Effect of recent SC judgement on my govt examination

As the law passed by the supreme court : http://www.advocatekhoj.com/library/judgments/announcement.php?WID=7148 , so my question is : when it will be implemented in the S.S.C ( staff selection commision) all regions as i am an obc candidate and facing the same situation , as i am having interview on 4 th march 2016 , and got my certificate on 19th feb 2016n only , so this rule will apply to me and what`s the legal procedure if don`t get this time.
If you have already submitted the OBC Certificate than you are entitled to take all the benefit as an OBC candidate as per advertisement.
And if still you have been rejected on the ground that you have not submitted the OBC certificate from the cut-off date than you may challenge the same before the Hon’ble High Court by citing the aforesaid judgement.
