What laws bind to delivery alcohol within the city boundaries

I want to start one online service. The service is delivery of alcohol within the city boundaries. So what laws bind with these. If anybody have knowledge regarding these kindly revert. I'll contact you too.
Delivery of alcohol is not illegal however to sell alcohol licensing is required from the state govt. Online or delivery otherwise are illegal without getting a wine or liquor shop license / permit. In many states the state government auctions the liquor license of a city / town and allots all the shops for the purpose to the contractor, this is annual. It depends state to state but bottom line is license is required to sell, after that delivery is not illegal as long as it remains within the specified excise depts specifications.
