Want start cab services for pick and drop for call centers.

I am planning to start a cab services for call centers for pick up and drop of their employees to office from their residence within Delhi NCR. I would like to know is it mandatory for me to buy CNG cabs or I also have the option to buy Diesel cars. Which car number will be valid in this case. DL 1RT or DL 1Z. or something else Further , if only CNG cabs are allowed than under which system there are so many call center cabs are running on Diesel under number DL 1Z ? are they illegally running ?

Taxi's and Taxi Operators are regulated in Delhi under the City Taxi Scheme, 2015 which has merged and superseded the Radio Taxi Scheme, 2006 and Economy Radio Taxi Scheme, 2010. The City Taxi Scheme requires all Taxi's to be run on clean fuel i.e. CNG, LPG. Further the Taxi's are required to meet the emission standards as prescribed from time to time by the Transport Department.

However, as you have mentioned, there are plenty of Taxi's operating in Delhi which run on Diesel engines. This is permitted under the Permit Conditions of All India Tourist Taxi. These conditions do not provide for a requirement for taxi's to run on clean fuel such as CNG and LPG. However, in recent orders of the Delhi High Court, in the Uber and Ola cases, Taxis running on Diesel with All India Tourist Permits, will not be permitted to do point to point transport within the National Capital Territory of Delhi. Such Taxis are currently only allowed to ply from NCR to Delhi and vice versa.

Therefore, while technically you may have the option of buying Diesel Cars and have them registered with an All India Tourist Permit, given the environmental concerns with respect to Diesel Cars, and the difficulty you will face in doing point to point transport within Delhi, commercial and legal prudence would suggest that the your Taxis should comply with the requirements of the City Taxi Scheme, 2015 and run on clean fuels such as CNG and/or LPG.

Coming to the question of the registration numbers, DL 1RT are provided to Radio Taxis under the City Taxi Scheme, 2015 and DL 1T is provided to regular taxis under the City Taxi Scheme, 2015. DL 1Z registrations are provided to All India Tourist Taxis under the All India Tourist Permit.
