The first step is forming a company, Partnership, or LLP or proprietorship as per your requirement. (it includes incorporation, preparation of memorandum and Articles of association or partnership deed as the case may be.

After that necessary agreement with the vendors, incubators and customers in legal format.

Then statutory registrations for VAT/Service tax etc (subject to exemptions available) and licences if any. ESI/EPF and other statutory compliances are also requires during the course of the business. This is the brief of formalities.
