Please note that law allows for professional activities of a commercial nature to be run from a residential property. Therefore, as long as you can your concept is that of work from home without there being an actual full fledged office, I believe you should fall within the legal ambit. However, as soon as you start running a full fledged business from your residential property it could attract legal obstructions.

As regards licenses, you would need service tax registration for paying service tax on your service fees, a pan number for your agency, be it a company/LLP/Partnership/sole proprietorship for paying tax, an approval from the flat or society association (assuming the residential property falls within a society) would be advisable and lastly, you could also consider accredition from advertising agencies association of India so as to give credibility to your ad agency.

that will depend on which state you are in. in delhi, only lawyers, doctors, and accountants can operate from residential colonies. there is no license required, but it is advisable that you operate it is a company.

A lot goes into when it comes to doing business. If you wish to enter into an advertisement business then best would be to take a place on rent and to have commercial connections for water and electricity. Then to have your organization registered before the Ministry of Corporate Affairs as a company or LLP and then to get your registration with ASCI (Advertisement Standard Council of India) and others.
But in case you are suspicious of your long term goals and not that much sure that whether you will succeed or not then work as a proprietor from your home till you make enough money to go for what all I have suggested you earlier. But in any case make sure to get yourself registered with ASCI.
