Can I startup lucky draw scheme without registration and license

I have not any certificate but I am going to startup a lucky draw scheme so can I start the same without registration ?
No you should not start a lucky draw competition without any registrations. It's illegal to do so and you can be exposed to severe penalties and risk. My suggestion is for you to take proper legal advice before you venture out into such an activity.

Betting, lottery and gambling is not allowed in India and any practice professing it for any sort of gain is criminal in India. All the above comes under the state list and normally it is the state who grants permission to profess or practice any such business.
Casino Royale are legal in Goa and lottery in Sikkim but they have special permission with themselves. So is the practice of betting in some other parts of north-east Indian and North Indian states.
So if you really wanted to do this, you need to have special permission from the state. There's no way out you can do this.
