Can they decline sought information under RTI

I have been working for UCO Bank since past three years. A month ago I got transferred to Meerut on d basis of LCS data, Longest Continous Data,which I believe is nothing but a hokum. I filed an RTI and asked them to provide me the said data. As per our Transfer Policy, any grievances are to b represented to CMD on 18.07.2016, which he shall address in a week' s time. I sought the written answer to my representation, which, they declined citing " not covered under RTI Act." Can they decline sought information like that?

Hi, Right to Information is act to provide information for public interest. There is a way to file an RTI to the concerned person with requisite fees. Under RTI act there is a provision to file First Appeal & after that Second Appeal. You may share your case by personally visiting my office, so that I may be more helpful in your case.

Rti act applies to all the public authority defines under rti act
As defined in the Act, a " Public authority " is any authority or body or institution of self government established or constituted by or under the Constitution; or by any other law made by the Parliament or a State Legislature; or by notification issued or order made by the Central Government or a State Government.
As per my information ur uco bank is established by the central govt. So they cannot denied. You just file an appeal to the appellate authority as u say u r not satisfied with the information provided to you. They can not ask to you about the reason.
