i want to file rti against uco bank employee,he is working with uco bank a fake certificate
Yes, you can file an RTI in relation to an employee or alleged to be an employee, before UCO Bank. UCO Bank is amenable to Right to Information being a public sector bank, thus covered under the definition of "public authority". Also, RTI is not filed against any person specific but in relation to a person or department or any activity.
As regards the information you attempt to seek, I am slightly confused over the question. I have thought of two possible meanings to your question:
1. If he is actually not an employee and is producing fake certificate at other places.
In this situation, there is no difficulty, as the information sought is only with regard to whether the person is actually working or not. The RTI can be drafted in a way to seek his employee ID or enrollment number along with ID proof to confirm the validity. The Public Authority is bound to maintain such details of information regarding its employees.
2. If he is working at the bank with fake qualification certificates, then the response is following:
The information you seek is in relation to qualification an employee of UCO Bank. The information sought is personal which has no relationship to any public activity or interest, therefore the Bank may object to this and not provide information (Section 8 (j), RTI Act). However, it is entirely discretionary upon the CPIO of the bank to consider this as in larger public interest, CPIO may allow the information. Secondly, the provision of "third party information" may also get attracted, as the qualification documents could be considered as confidential, hence that employee may object. Again, this is discretionary upon the CPIO.
Let me know if you need more clarity.

Hello !! Your question seems incomplete, still I hope my advice would serve the purpose. You can file an RTI against the UCO Bank employee, there would not be a problem. For UCO Bank, you can write to the Public Information Officer under the provisions of Right to Information Act 2005 with your questions.
