Applicant refused to receive information of his own RTI

If the applicant refused to receive the reply of his own RTI application send to him by registered ad post. What should be the next step in this case. Please advise me.
The same should be kept as proof that he has refused to accept it. The same can be shown in case the applicant files an appeal. You can also upload the answer on the RTI portal which is being run by the Government.
