What to do when college is not returning the original certificates

Sir,I have joined in a D.ed college by qualifying in the entrance test with a fee of 30,000.But now they are asking me to pay 70,000 rs which I can't afford... So I want to discontinue the course,but they refused to give back my certificates and demanding to pay 70,000 for my certificates...please tell me solution for this problem...I am working part-time to complete my course but such a huge amount ,its impossible for me...
The college cannot withhold your certificates. You can get an order from the appropriate court with a mandate to the college to return your certificates. It depends on the period of course attended by you before you dropped out that will determine any charges to be paid or not.
