Took loan from bank in dubai and did'nt repay can they file case on me

Hello, I have an outstanding loan with a bank in Dubai from 4 years ago which is unpaid. The bank in question has given a local collection agency their power of attorney and the local collection agency has filed a complaint with the local police station under IPC Section 418 and 420. I need advice on a) whether this is maintainable? b) What is the process followed by the police under these sections?
This is very strange as unpaid loan in Dubai can not be crime in India.
No one can file any criminal complaint against you for recovery of money and harass you.
