Sold bike he is not getting NOC signed and not paying pending money

I sold my bike to someone in Chandigarh 1 year back. He gave some amount and blocked some amount to be given when we sign the NOC. Now he has sold the bike to third person and is not paying part money and not getting NOC signed. What can i do to safeguard myself?
Dear you can file a criminal complaint against the purchaser of your bike and also intimation can be given to authority and also recovery suit can also be filed against him or if form 29 is not signed by you then you can take back your bike by informing to police
