Pvt ltd company's director did fraud on name of project outsource

A pvt ltd firm director situated in Gurgaon did fraud with me. They have taken Rs.25000/- to outsource their data entry project to me that was fake and now not refunding my money back. they closed their office but one director has filed his name in Panchayat Election now in Gurgaon but don't know his election area / home. The director is also owner of Wahji Wah restaurant but dont know location. please suggest a faster/easier way to get my money back from them.
