Put money in committee on maturity person not returning money

I had a committee/society of rs 1lakh it finished in April 2014 now he is saying I don't have money whenever I have I will give you but now he is doing there two child's marriage so pls give me a advice on it I live in a village I have to also follow some villagers rule but if is there any legal procedure please help me I have 15 audio clips wherever is ask for money to him every time he say I don't have money. What action possible?
