Procedure to take Legal Action against someone who owes money

I owe Rs.5000 from someone I know. He is refusing to pay me back despite several reminders. He is totally ignoring me and asking me not to bother him and is even blocking my messages and calls so that I cannot contact him. As proof, I have an email message from him about an year ago saying he will give the amount to me but he is currently ignoring it. Can I take legal action against him and file a complaint against him with the Police?

You can send him a legal notice through a lawyer to begin with asking for recovery of money, IN case he still does not reply you can file a suit for recovery of money. As the amount of recovery is not very high a lawyer fees would be more then what you are wanting to recover.
