Person stayed in hotel for 1 month and now not paying the rent

I am a manager in hotel. One guest stayed in our hotel or 1 month. Now we have all the luggage is in our possession. He has made only half payment and is not wiling to make the rest and is also not responding to calls. What action can we take against him?
You can recover the due amount from the customer for services provided by you. You can file a recovery suit under 37 of Civil Procedure Code to recover the due amounts from the customer.
