Paid online for franchisee,other party defaulted how to recover

I paid online to one guy from Kolkata Rs. 30000/- as franchisee fees for PMKVY centre to open in Moradabad. But he did not fulfill his date promise and now giving dates to return the money. I gave him 25th March 2017 as last date and he promised through email but he did not return. Can we take action against him in 420 and any other strict IPC? What will be the process time and how much fee will be levied?

You can file a police complaint against the concerned person in case he is not returning you the money as well as not complying with the condition for which you had given him the amount. The complete correspondence between you and him will also be helpful.

Institute an FIR.what sections/offences have to be invoked will not be decided by you but by the police registering the CAse. Go to the police station with an application describing all what you've underdone and with a request to lodge a FIR.
