Institute failed to complete course in time and not refunding the fee

i enrolled in a class of web development of 3monts.6months already passed and they have not even completed half of the course.the wasted my 2.5months because they had no trainer at that time.NOw when i am askign for refund they are denying it. gv me some advice
Where the institute promised to complete the course in a stipulated time and failed to do it then you can file a consumer case against the institute and claim compensation for such delay in completing the course.
