I owe money to people, is there any legal way to delay it ?

Sir I have cheated by one person 18lakhs is not my money people trust me and give for 4 jobs and 2 loans the person is upscand people are blackmailing me I want to give a complaint against me although I will telling people to give time I will refund but they are harrasing me although. How can i get some time ?
