How to recover money given to a govt employee

I have lost hope of getting my money back helping a govt employee in need. The person i helped tends to be scheduled caste and hindu by religion where i am a general caste, hindu-religion. I have all the documents proving the transactions happened been in stamp papers. Needs legal support to taker on legal proceedings.
I fail to understand, in a loan transaction, when you have all the related documents, where from the question of Schedule caste and General caste came into play ?
Just send him a legal notice and thereafter file a money suit.
