How to file suit for cheating of money

For my project I needed Rs 1.5 Crores. By times ad I came across Mr. Tara chand Arjandas Kashyap of worli Mumbai. He promised me to give above loan in one week. If I pay him 2 lakes case as advance interest and 3 lakes DD as security. I paid him 2+3 = 5 Lakes. After 1 week he started avoiding me by taking undo advantages of law’s loop holes. After research I came to know he has cheated many people and gone to jail also. Now He is a director of his father company at Andheri Mumbai and earning good money. Please contact me ASAP on . It is a clear case of cheating falling under provisions of section 420 r/w section 415 of the IPC, you therefore need to make a complaint to the concerned police station, if they refuse to entertain you should make a written complaint to the commissioner of police with a copy to EOW. You can also institute a civil case against him for the recovery of your money and tort.
