How to claim refund from Driving School in Bangalore

After taking admission (on 24 dec 2016) , paid half of total amount, driving school owner completely becomes ignorant. 16 day class (30min daily) should have been completed by around 10Jan, but till today(25feb), only 2 sessions are conducted. Reason for not conducting sessions- vehicle not available, trainer not available, etc. Most of times, nobody picks the call. Please suggest.
You will have to send a legal notice to the driving school for the refund and if the same is not arranged then you can file a complaint of deficiency of service in the consumer forum.
