How do I ensure punishment to victim

My neighbour had stolen my jwellery nd cash.i had done f.i.r bt she requested me to not punish while she will return me money.i was stucked nd left her.nd time passed away ..its 6yrs.bt now I m suffering from mental problem. Why did I not punished her for big trap nd cheating..I m suffering from depression. Plz help me
firstly, dont take any kind of tension and consult a counsellor regarding your deepression. secondly if you want to recover the stolen things back just file a case stating that you both agreed to settle but the thief didn`t complied on the agreed terms between both of you , your legal position is same as it is a new case
