Gave money to a person to start business, now person not returning.

Hello, My father in low gave almost 9 lack to a guy to start a business in 2008, but he is not doing well and fail to develop his business further, and now he is not gving money back, for security we have Rs.100 bond paper with all details of transitions. can you please advice me in this issue. Thanks & Regards
If you have terms on the security bond then you can file a summary suit thereby seeking recovery of money.
