Foreign client not paying the amount where to file the complain

We are a consulting firm from Bangalore. Our client in Singapore used our services in January 2015 and are not initiating our payment (USD 8500). They use our services to audit their technology every year, and we had no problems till date. However, this year they say their accounts are dry. We even gave them the option of paying USD 1000 every month. They keep saying they will do. Can I approach Singapore Consulate or some Trade Bodies or other forums to get assistance? I do think filing a case in Singapore/Bangalore is going to help. Any advise is appreciated.

As per your question, I would like to ask did you and your client had any written agreement regarding the work which was to be done by your client. Is there any arbitration clause in India which mentions the jurisdiction of Litigation if and so required? If there is no Clause as such you can initially send them a Legal Notice for the Recovery of money of the money your Client owes you. If we do not get a Reply by them we can file a case of recovery against them.
