Father gave money to a person how can he recover money with interest

Sir, My father was given some money advance to a person for buy a farming plot in 2013 and take a written proof on 10 rupees stamp paper. Now this person is not giving plot and not returning money. How can we get money return back with interest?
1. File a suit for specific performance and inter-alia claiming for damages due to non performance.
2. Alternatively, if you are not keen to get the land and just want to get back the money then file a suit for money claiming the principal amount along with interest.
