You can send legal notice through Advocate for the balance payment.

If he fails to make payment of the balance amount then you can file civil suit for recovery of your balance money.

Though it may take 6 to 8 months but you will get back your money.

Dear sir, buyer is not paying you may be because according to him amount was agreed only Rs.2.70 lacs. If you have any proof for balance amount, you send legal notice for balance amount. Despite service of notice if no payment comes, then you will have to file case in civil court for recovery.
