i had paid a sum of 75000 to an agent who had promised me to get me job. but till date he has not provided me a job nor giving my money back. can i file a case

You can file civil recovery suit in civil Court and can also do it that Lodge F.i.r. In police station against him under section 420, etc IPC.
If police officer is not Lodge your F.i.r than you can file Criminal complaint under 156(3) Cr.p.c. In the court of chif judicial Magistrate.
I would like to say you that you have both right Civil and Criminal against accused and you can use his both right in a time.
