Brother took money from me and now not returning

My younger brother took money from house as for business purpose he gave it to one of his friend for partnership & investment in his shop without any written statement but i have transaction statement & recipit with me. My Brother attended on his shop for few months so he realized no income & profit was there so he asked his friend to refund the money now his friend is ignoring to refund the money. As me & my family is suffering from this so I need some help as his friend is saying I'll not return the money do whatever you want. So please kindly help me in my case.
You may file a case under section 406 IPC, for the offence of Criminal breach of trust committed by the friend of your brother and if the police does not take any action , then you may file a case with the arrea DCP/Suptd.of Police and if even after lodging complaint with the police is to no avail , then you may lodge a complaint case in the court. under 156(3) Cr.P.C., seeking directions to the police for registration of the case.
