bank not releasing my property papers?

i have taken vehicle loan from Centeral Bank. Due to financial problem could not pay and have 4 to 4 outstanding payments. a NP has been issued. i have also taken housing loan also taken in that co-applicant. the housing loan has been paid. the bank is not releasing my property papers saying that i have a loan. what can i do?
the paper which you submitted in the bank for the housing loan and the said loan is paid by you and in that bank is not giving your paper by saying that you have another which is not paid by you so in that you can go to the Bank and ask what is the procedure to take your paper by making full payment of Loan which you have taken and in that said that you can also paid the vehicle loan as early a possible and what is outstanding of it if he give you house paper than good otherwise you go for case by forgery use of document against the bank that the loan is paid and than the bank is not give back my document.
