zonal officer not giving permission even after taking money

The zonal officer who is in charge of our ward has taken money and he is the guy who is suppose to give permission also. Now since he has taken money he is not giving permission, though we applied for permission more than 7 months back. What do we do even after stopping work? What would be the best way forward
why and for what purpose have you paid the Zonal Officer and what permission are you seeking from him. you cannot accuse him of taking money till you have any proof. what you can do is write to his superior officer that he is not working and is delaying your matter as your matter is on merit. or the other option is to speak to the zonal officer again asking him the problem or rectification you need to see after which you may get permission.
