Without OC can I get "A" Khata and re-sell the flat

My builder is telling that they can't provide OC but will provide "A"Khata. Also he is telling they will give in writing that they will provide me "A" khata. Question-1: Really can I get A-khata? Question-2:If I will get A-khata without OC, will there be any problem in future to my flat? Question-3:Whether I will be able to sale the flat in future without any issues?
1) if building has no OC it would imply building had not been constructed as per sanctioned plans
2) Muncipal corporation can demolish unauthorised construction
3) don't. Purchase the third floor flat
4) banks are reluctant to give loans to flats in buildings which don't have OC /Cc
5) in some states registration of sake deed cannot be done on absence of OC / CC
6) builder has to regularise unauthorised construction and pay penalty not flat owners
7) it is difficult to sell such flats in buildings which don't have OC
