Who gives occupancy certificate if society is not formed?

Hi, We have bought a house in panvel 3 years back but are yet to receive occupancy certificate. The builder has given us possession letter but not OC. No society is formed yet. What shud be the procedure since we want to sell the house now.
hello, there is no need of occupancy certificate if the title deed possession receipts and other relavant doc's are in orderthen there is no need of o.c. you can straight a way sell out your property.
