What to do when act of neighbours is damaging the property ?

I am residing on the 3rd floor (top floor) of D.D.A Janta flat. There are 4 tanks installed on the roof and the water is continously over flowing from the tank in morning hours due to which there is a seepage in bathroom and latrine walls. I have talked to all the three neighbours living in ground floor to 2nd floor and they are not ready to sought out the problem and not accepting that it's their fault. Does giving application to Dda executive engineer with proper photos and videos of leaking tank help to sought out this problem Please help

There are multiple solution available to the mentioned problem , you can report this to the concerned MCD and can also make a complaint to the SDM and if because of the acts of your neighbors if you have suffered damages than you can file a suit for damages also
