Sir,
How the property came to your grand mother? whether it is self acquired? or devolved from her parents/husband (your grand father), that alone determines the ways to share among heirs, after knowing all the facts alone i can give you an idea regarding this.

Facts of your case is not clear. You have not mentioned how your grandmother got the property. Is it by way of sale or ancestral origin? In any case you can stop such transfer by following due process of law.

Sir I need more details to give you a proper response.

1. How did your grandmother acquire the property?
2. Is the Encumbrance certificate in the name of your grandmother?
3. How can your fathers brother register the property of your mother?

All the legal heirs who have the right over the property have to put signature.
Registration can be done only before the concerned registration office, there is no other way to do it.

Please tell me the full details of your scenario and i can advice you properly.
Regards.
