What is the stamp duty for the registration of the flat

Sir, i had purchased aflat at varanasi in 2011.The agreement value was 30 lacs.Now i want the registry of flat.sir tell me on which amt i have to pay stamp duty.on agreement value or the present circle rate of the flat
