Daughter's have no legal rights in fathers agricultural immovable property. But in the abovementioned the land is in the Meerut development authority circle, there is a possibility that the land use was changed and that is agricultural to residential.
If the land use was changed then u will file a partition suit in the civil court immediately in the interest of land.

First of all, file a suit in your Tehsil for inclusion of name of your sister and yourself in the Khasra. It will be done without difficulty.

Secondly, file an RTI with the MDA and ask when was the land acquired and under which scheme. Obtain certified copies of gazette notification, copy of Award passed by ADM(LA) and details of compensation paid to farmer, or deposited in court, if any.

As per latest orders of Supreme Court you will get double payment of circle rate for your land. (दुगुना मुआवज़ा)

You may take the help of lawyer to obtain all these documents.
