What is the procedure to get Land Clearance Post purchase

My father bought a land around 15 years ago. We constructed home on this land. However, when we were trying to get Land clearance (Saat Baara), it was told that it was gifted land and additional tax was supposed to be paid by previous owner. As this amount is not cleared, land can't be cleared till the time that amount is paid by you. Is there anyway out to get the land cleared.
Your previous owner need to pay the additional tax in order to clear the title of that land.
There is no any other alternative for it. You can insist the previous owner to pay the pending due in time. Thanks
