What is the procedure to buy SC owned non-agricultural land

Can i buy A SC owned non agricultural land in Uttar Pradesh. Land size 3000 sqft. Whether any construction is must after buying the land or land can be sold after 10 years as an investement..The registry was done to an OBC by the land owner who is SC. Now I am planning to buy , I am a Brahmin. Can name on the khatauni be changed after buying???

Hello... This is to inform you that for the purchase of property belongs to the person of schedule cast community of non agriculture land owned by him first you have to seek an permission from the district judge concerned vide making an application on behalf of the land owner as he desired to sell his land on the urge of urgent requirement of money.
